Every fee, in the open
You should be able to work out what a visit costs before you pick up the phone. Here is the whole list: travel, the fees Pennsylvania sets, our service fees, after-hours premiums, the handful of add-ons, and when payment is due.
Travel
One travel fee per appointment, set by how far we come to reach you. $30 covers the first 10 miles, then $15 for each additional 5 miles.

Beyond 100 miles we do not quote online. Call or text us and we will tell you honestly whether we can get there. This table prices a visit to you, so it does not apply to apostille. Document retrieval is priced on the same bands, measured to the county seat holding the record, and a hand-delivered translation uses the same table too.

Notarial fees
These are the Commonwealth's fees for the notarial act itself, not ours. They are the same wherever you have a document notarized in Pennsylvania, and we list them separately so you can see exactly which part of your total we set.

Service fees
What Wind Horse charges for the work itself. Specialty visits carry a single fee that already includes the routine extras, and apostille fees work the same way apart from shipping, which the carrier prices and we pass through at cost. See the note at the bottom of this page.

Priced by when the appointment happens. Nothing is charged twice: a single premium applies to the whole visit, and only one can apply.

We don't nickel-and-dime
A specialty fee is one number on purpose. It absorbs the coordination with a facility, the ordinary admin handling, the first 20 pages of black-and-white printing or scanning, routine digital delivery of your documents, and standard shipping where it applies.
You pay separately only for genuine add-ons: shipping on an apostille filing, expedited or overnight shipping, witnesses you asked us to arrange, printing beyond what is already included. There is no generic "admin fee" anywhere on this page, and there never will be.
The total you see is the total you pay when you book. Pennsylvania notarial fees are set by state law.
Payment
Payment is due before work begins. Notary appointments are paid by card when you choose your time. Certified translation is paid online when you place the order. It matters most on apostille filings and document retrieval, where money leaves our hands for a state office or an agency as soon as your request goes in.
Government fees are not refundable once a filing is made. The state keeps its fee whether or not the endorsement is issued, and that holds even when the filing is rejected over an error in the document or in the details we were given. We cannot refund money we no longer hold. If a filing comes back rejected, we will tell you what went wrong and what refiling would cost before anything else happens.
