Buying or selling a car, truck, motorcycle, or trailer in Central Pennsylvania? Pennsylvania state law requires the seller’s signature on a vehicle title to be notarized. We provide mobile notary services directly to your residence, dealership, or private meeting site to complete title signings safely and legally.
Dealerships are also welcome: we handle one-off signings and recurring visits for local dealers who need a notary on a schedule.
Notary services only. Wind Horse Notary LLC is not a PennDOT Authorized Agent. We notarize vehicle titles and nothing more: we do not process title transfers or registrations, issue plates, collect sales tax, or collect PennDOT fees. For those, you will still visit PennDOT or an authorized agent.
Do not sign the title before the appointment: Pennsylvania requires all signatures to occur in the presence of the notary. All signers must present an unexpired, government-issued photo ID (driver’s license, passport, or military ID), and we help both buyer and seller complete their sections properly so the title is not rejected by PennDOT.

Questions about this service
What identification do I need?
Every signer must present one valid, unexpired government-issued photo ID, such as a driver’s license, state ID card, U.S. or foreign passport, or military ID. Two requirements matter most: the full name printed on the legal documents must match the name on the signer’s ID, and the ID must be government-issued. Store membership cards, credit cards, student IDs, and work badges cannot be accepted under Pennsylvania law. If a signer has no government photo ID or there is a name discrepancy, please contact us before booking: Pennsylvania permits limited alternatives, such as a qualified credible witness, and we will help determine whether one applies to your situation.
Should I sign my document before the appointment?
No, please leave all signature and date lines blank until your appointment. Under Pennsylvania law, most notarizations require the notary to witness your signature in person, and signing in advance may mean re-printing or re-signing in our presence. Please make sure your documents are complete and fully filled out, but left unsigned until we meet.
Can you provide witnesses?
Yes. If your documents require impartial witnesses, we can arrange up to four pre-screened witnesses for $25 per witness, subject to availability. Please select this option during online booking so we can coordinate our arrival accordingly. You are also welcome to provide your own qualified, disinterested witnesses at no additional cost.
Can a family member or interested party be a witness?
Typically, no. Legal guidelines usually require witnesses to be independent adults with no personal, financial, or legal connection to the document. Spouses, family members, and named beneficiaries are generally ineligible. Please consult your document preparer or legal counsel to confirm witness eligibility rules for your specific paperwork.
Are you really available 24/7?
Yes, we offer 24/7 mobile notary services by appointment, subject to availability. Standard business hours are 7:00 AM to 7:00 PM, and we frequently accommodate urgent, after-hours requests. Outside standard hours, an evening surcharge applies from 7:00 PM to 10:00 PM (+$50) and an overnight surcharge from 10:00 PM to 7:00 AM (+$150).
How are travel fees calculated?
Travel fees begin at $30 and include up to 10 miles. Any distance beyond the initial 10 miles is billed at $15 per additional 5 miles. When you enter your location into our quote calculator, your exact travel fee is computed automatically, so you always know the final cost upfront before you book.
What areas do you serve?
Our primary service area includes Harrisburg and surrounding Central Pennsylvania communities across six counties: Dauphin, Cumberland, Perry, York, Lebanon, and Lancaster. We also travel beyond these areas upon request. Any travel outside our core coverage is calculated clearly and presented upfront before you book: call or text us and we will quote the trip by hand.
